The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are issued from different nations. Significant resources is devoted on managing particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from enemy soil, a capability afforded by timely intelligence. From observation points, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Moments later, Kyiv's missile defense engaged: defensive missiles deployed against a incoming threat. This was a modern interception technology at work, most likely delivered by Western nations. Every firing jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to grim resignation: possibly the approaching threat won't cause damage this time, sparing the city from devastation and another blackout.

Continuous Dangers

Following this, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group – probably Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv faced the early updates: several casualties, devastation and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on international aid – a need that European nations are evidently unprepared to replace in the short term.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, continue.

Tactical Assessments

It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a assumption understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, American administration does minimal to discourage Russia, through words or deeds, from assuming that the situation will not change more in its advantage in the coming year.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a total frontline collapse until circumstances change in its benefit.

Current Realities

Factually, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require continued Western support.
